Between 1998 and 2000, Troop 71 performed four Eagle Projects in Rover Park. 1998 saw the creation of the volleyball court (which was recently rebuilt by the county), in 1999 the Scouts installed a PVC sprinkler system, and in both 1999 and 2000 there were paths built along the edge of the park from the location of the cache. The paths have since mellowed into a grassy verge which serves the drainage needs of the park.

This cache series was set to highlight the contributions Eagle Scouts of the Northern New Mexico District of the Great Southwest Council have made to the public lands in the area. The Northern New Mexico District encompasses Los Alamos, Rio Arriba, and Taos counties. Each year, Scouts of the district perform between 10 and 20 Eagle projects, with an average of 167 hours of volunteer labor to complete each one. The projects also benefit local schools, churches, and community organizations. This series features a dozen of the more than forty Eagle projects which have improved the parks and open spaces of Los Alamos County over the last twelve years. The caches are all designed to be reachable by fairly easy hikes accessible to Cub Scout dens and each contains some Scouting-related goodies. Although the caches are generally quite close to the trailheads they can serve as a jumping-off point for further exploration up the trail. These caches were places in honor of the 100th anniversary of the Boy Scouts of America in 2010.
